Why Working With a Registered Program Developer Matters

What the National Carbon Registry is

Nepal's carbon market took a major step forward in 2026. The Government of Nepal, in partnership with UNDP, officially launched the National Carbon Registry, a digital platform led by the Ministry of Forests and Environment to track and manage carbon market transactions.

The registry acts as an official ledger. Each credit is uniquely identifiable and tracked from creation to final use, which prevents fraud and double counting.

It sits alongside a new regulatory framework: the Ministry has issued the Carbon Trade Regulation to operationalise Nepal's carbon market. Together, they position Nepal to trade internationally under Article 6 of the Paris Agreement, which governs cooperation between countries in carbon markets.

What being a Program Developer means

A Program Developer is an organisation recognised within the registry to design, document and bring carbon projects through the official process. In practice, that means Neutrotex can:

  • Develop projects from concept to registration, including Project Design Documents (PDDs), baseline assessments and monitoring plans
  • Work within Nepal's official system rather than around it, so the credits generated are traceable in the national ledger
  • Represent project owners, such as community forest groups, renewable energy operators and clean cookstove programmes, who have the emissions reductions but not the technical capacity to certify them
  • Give international buyers a credible, accountable counterparty on the ground in Nepal
